This position is located in Washington, DC and serves as the Policy Analyst for State and Private Forestry, Tribals Relations. This position plays a key role as a contact for the Washington Office working with regional offices, national program offices and tribal representatives.

DUTIES:

Serves as an advisor to the Director, Office of Tribal Relations, regarding concerns, interest, and involvement in issues that may affect Indian tribes. Responsible for monitoring the Forest Service trust responsibilities to federally recognized tribes and facilitating the development of action plans to meet those responsibilities.

Participates with counterparts in reviewing and drafting national policy, program procedures, and design/development of programs to complement cultural differences between American Indian Tribal Governments and the Forest Service.

Conducts research on and analyzes legislative and regulatory requirements, as well as policy history, related to agency program(s) to ensure that current, revised, and new policies are in compliance; ensure consistency in implementing agency programs and meeting mission objectives; address statutory requirements and agency program issues; reduce risk exposure; and address gaps in documentation.

Analyzes legal authorities to determine their applicability to agency policies and provides recommendations to management for changes and implementation.

Analyzes and evaluates information and prepares recommendations for program enhancements, direction and procedures to integrate tribal relations requirements into programs throughout the Forest Service.

Provides oversight to ensure and maintain effective government-to-government relationships among the agency’s forests and grasslands, and tribes or groups of American Indian and Alaska Native people.



QUALIFICATIONS REQUIRED:


You must possess the Basic Requirements identified below to be considered eligible for this position. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-13: One year of specialized experience equivalent to at least the GS-12 grade level. Specialized experience is defined as: Served as a liaison or support staff in providing oversight and assistance in developing national policy dealing with tribal relations issues.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
