The Department of Housing and Community Development is seeking a qualified applicant to fill a vacant Community Developer IV position, grade G27.
This is responsible professional principal work whereby the incumbent is responsible for administering environmental review functions for federally funded entitlement programs. The incumbent will supervise subordinate staff. The complexity of work assignments require the use of independent judgment, action, and initiative. Work is performed under the general supervision of the Deputy Director.
EXAMPLES OF WORK

Incumbent manages and performs oversight of the Department of Housing and Community Development - Community Planning and Development General Fund Division (DHCD- CPDGF) ensuring compliance with the U.S. Department of Housing and Urban Development's (HUD) environmental review procedures, regulations and statutes; performs and documents environmental review procedures in conformance with all federal, state and local regulations and statues; approves environmental review reports submitted by housing developers and recipients; performs periodic analysis to identify operational policies and procedures that simplifies all departmental environmental review work flow processes through grouping, tiering, and/or aggregation of projects; develops and conducts presentations for the purpose of technical assistance and training internal and external customers; drafts operating agreement(s) for DHCD environmental review consultants and prepares electronic Administrative Review Committee (eARC) packages; approves payment requisitions from environmental review consultants and ensures consistency with all contract deliverables and plans and directs the work of DHCD's professional and para-professional environmental review personnel; approves the submission of all environmental review documents necessary to comply with the Maryland Historical Trust (MHT) clearance, as required; reviews and evaluates sub-recipient proposal applications; provides technical assistance to proposers and sub recipients through workshop presentations and materials; monitors implementation of projects to ensure compliance with Federal regulations and County requirements; and performs other tasks and duties assigned, which may not be specifically listed in the position description, however, are within the general occupational category and responsibility level typically associated with the employees class of work.

MINIMUM QUALIFICATIONS

Master's degree in Business/Public Administration, Historic Preservation, Architecture, Community/Urban Planning or other related field(s), plus three (3) years of progressively responsible experience in the following areas: 1) program management; 2) budget coordination; 3) demonstrating effective oral and written communications in the form of correspondence and report preparation, and 4) lead/supervision of professional, para-professional and administrative staff responsible for collecting, analyzing, and verifying environmental review program activities. Each applicant must include information that clearly and convincingly demonstrates the above qualifications for this position.

DURATION OF ELIGIBILITY: Candidates will be selected from a temporary register of eligibles which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the register will expire.
